Dr. Rania Al-Mashat, Minister of International Cooperation, met with the Ambassador of the European Union in Cairo to discuss future strategy. She also met the two relations committees. In addition to that, the Technical Committee for the Kitchener Bank project held a workshop to learn about the European Bank for Reconstruction and Development procurement policies for the implementation of the project.


Future strategy with the European Union

 


Within the framework of her meetings with multilateral and bilateral development partners to strengthen international partnerships, she met with the Minister of International Cooperation, Mr. Christian Berger, the Ambassador of the European Union in Cairo, to discuss the progress achieved in joint economic relations, and to discuss future areas of cooperation within the 2021-2027 strategy. », On the importance of strategic relations with the European Union, and the future strategy for the period 2021-2027, within the framework of the Neighborhood, Development and International Cooperation Mechanism.

 

This comes after the European Union Commission announced, last February, the new European Union’s Neighborhood, Development and International Cooperation Mechanism (NDICI) for the period from 2021-2027, with the aim of stimulating long-term social and economic recovery in the European neighborhood countries through an economic and investment plan that would help in Mobilize private and public investments in the region during the next decade. The current cooperation portfolio between Egypt and the European Union amounts to about 1.35 billion euros in grants.

 

The meeting of the Foreign Relations and Arab Affairs Committee of the House of Representatives

The Minister of International Cooperation met with the Committee on Foreign Relations and Arab Affairs in the House of Representatives, within the framework of the discussion of the sub-committees of the House of Representatives, for the statement of the Ministry of International Cooperation, which was delivered last January, regarding its role in the government's work program. During the two meetings, Al-Mashat reviewed the tasks of the Ministry of International Cooperation entrusted to it in accordance with Republican Resolution No. 303 of 2004, and the principles of economic diplomacy, through which it works to enhance multilateral cooperation and support the national development agenda.

The Minister of International Cooperation discussed, with the members of the two committees, the ministry’s work plan and the agreements signed during 2020, worth $ 9.8 billion, of which $ 6.7 billion is to finance 70 development projects in various state sectors, and $ 3.2 billion for the private sector. As well as the ministry's ongoing projects portfolio, which includes 377 projects with $ 25 billion in financing, 40% of which are directed to the governorates of Upper Egypt. It also reviewed an action plan to stimulate private sector participation in development efforts during 2021.

 

Open dialogue with the private sector to enhance its efforts in development

In the context of what the Minister of International Cooperation announced regarding deepening the participation of the private sector in development efforts, through international partnerships that are concluded with multilateral and bilateral development partners, the Ministry of International Cooperation hosted a number of leaders of major private sector companies, as part of the activities of the Day of Entrepreneurship of Companies. », Which was organized last week with the participation of leaders of Orange Egypt, DHL, United Mars and PepsiCo, in addition to about 300 participants from the private sector through video technology; The meeting included an open dialogue in which Dr. Rania Al-Mashat, Minister of International Cooperation, answered the questions and inquiries of leaders of private sector companies about equal opportunities between the sexes, good and flexible governance and innovation in light of the changing world and leadership methods in the exceptional circumstances the world is going through.

 

During the meeting, Al-Mashat touched on the flexibility shown by the public and private sectors to face the challenges resulting from the Corona pandemic, and the lessons learned from the epidemic, and also invited participants from the private sector to participate in the catalyst for bridging the gender gap, which the ministry launched with the National Council for Women, And the World Economic Forum, to bridge the gender gap in the labor market, enhance the participation of women in leadership positions, and address the wage gap.

 

Multilateral cooperation through digital platforms


Within the efforts of multilateral cooperation through digital platforms, the Minister of International Cooperation participated in a virtual session organized by the International Finance Corporation, to discuss the role of the private sector in promoting and developing health care services, under the title: "Egypt of the future: improving health care through private sector investments." She emphasized that the development of health care services through the joint efforts of the government and private sectors, especially after the Corona pandemic, has become an urgent necessity to enhance investment in human capital and achieve sustainable development goals, explaining that the government has already started taking steps towards improving health care services provided to citizens of various Their categories through the comprehensive health insurance project, funded by the World Bank with a value of $ 400 million, to provide high-quality health services and provide compulsory insurance coverage for all citizens.

 

The Minister of International Cooperation also participated in the symposium organized by the European Academy for Young Diplomats and moderated by Katarzyna Pisarska, Founder and Director of the European Academy of Diplomacy in Warsaw, Poland, with the presence of more than 140 young people from 47 countries; During the meeting, Al-Mashat stated that world leaders are currently trying to anticipate future crises by developing strategic plans to ensure sustainability, in the face of crises that often come without warning, stressing that the Corona pandemic has demonstrated that sustainability must come at the forefront of recovery plans. , So that countries can cope with sudden shocks.

 

The Minister of International Cooperation spoke about how leaders work to face challenges through sustainable and effective plans, stressing that global challenges require multilateral solutions, so the challenge facing the world now is how to jointly work to confront the Corona pandemic and accelerate the pace of implementation of the seventeen sustainable development goals. Which was agreed upon by the world in 2015. I also sent a message to young diplomats from among the participating youths, saying, “As potential future leaders, you have an advantage in the contemporary of this period in which the world is living, which is witnessing unprecedented flexibility and rapid dynamic changes taking place in the world at all levels. The period is to sharpen your experiences, support you in positive transformations, and push you towards wise leadership for the future. "

 

Workshop with the European Bank for Reconstruction and Development

In another context, the Ministry of International Cooperation, in cooperation with the European Bank for Reconstruction and Development, held a workshop to identify the bank's policies and rules for the procurement process that will be used in the implementation of the Kitchener Bank's water quality improvement project, to ensure that the project is implemented according to the set plan.

 

The workshop was held within the framework of the project's technical committee, in the presence of representatives of the Ministries of Local Development, Water Resources and Irrigation, members of the consultants working teams concerned with the implementation of the project at the two ministries, and a procurement expert at the European Bank for Reconstruction and Development. Conducting tendering processes from the stage of submitting financial and technical offers, terms of reference and evaluation processes until the completion of the awarding of tenders, which are all done electronically on the bank’s website, and all inquiries and questions of the Ministries of Local Development, Water Resources and Irrigation, and the concerned consultants in this regard were answered to ensure ease Implementation of the project and achieving the desired results.
